Development of 2S19 began in 1980 under the name of the Ferma project. The prototype was known as Ob'yekt 316. The standard equipment of the 2S19 consists of a 1P22 semi-automatic emplacement system, an automatic loader, an NBC security system, a passive night vision device for the driver, a vehicle riser, a bulldozer blade, a smoke generator and 81 mm smoke thrower, 1V116 intercom system and a 16 kW AP-18D generator. In 2008, the Russian Armed Forces ordered an improved model with an automated fire control system.

Msta-S shells were used by the Russian military to launch artillery strikes against Chechen separatists during the Second Chechen War.

Msta-S howitzers have been used in the Russo-Ukrainian War by the Ukrainian military, as well as by pro-Russian separatists who captured one machine during the conflict.

Russia successfully offered its Msta-S 152mm howitzer abroad, especially in the Middle East. In 2020, Rosoboronexport, the country's nodal arms export agency, organized a demonstration for representatives of various countries in the Middle East.
